amxmodx 1.76d admin acc problems

I maked server on Ubuntu 7.04
with amxmodx 1.76d.
I tried load admins from user.ini or MySQL db and all time the one big problem
he load admins but access gave only on nick change.
If admin access is on nick "user", i connect to server with this nickname and write in console admin command he write You dont have access.
When i change nick on "usera", and then back to "user" i have access on nickname.
How with solution on this problem?

Post your users.ini.

do u read what i say, he load correct users.ini he gave access only on nick change....
