There're lot of things that can go wrong.
Among them: 3rd party plugins, special ConVar settings, game bugs, bad map navigation, e.g. when commons are getting stuck, like jumped off the roof to an undeveloped place. Only when commons (specials?) count becomes close to zero (or zero? - fix me) the tank wave begins, but that's impossible when somebody stucked.

P.S. Your signature is really confusing. I thought your code is related to your answer.

Hello, Dragokas! when i try to compile the plugin on sourcemod 1.11, i get errors.

Just remove the enum from the code. When Dragokas released it, left4dhooks didn't have this enum declared as well. In the newest versions, left4dhooks has.
(probably he will update soon)

Hajitek Majitek, it's a bug in latest versions of SourcePawn.

Download new version of plugin.
