For cvars, possible but won't happen as the clients machine is their property and you don't have the rights to edit their settings. You can kick them if the cvars aren't set to a value you wish, but you can't forcefully change them without the clients permission

is it possible for a plugin that can check what dept your runnig and adwaretise it to player when ppl join the server ?

For ex. a player joins and it tells out that he is runnig either 16-bit o 32-bit ??

There is no way to find that out what they are running. If you are asking something else, please rephrase it better.

It would have to be client side and there is none that I know of. Why is this such a big deal to people anyways?

Well because in some leauges in sweden there is a 32-bit rule and many clans have started to want also 32-bit on the publics... =)

Myself is helping alot of clan with there servers and many ask for something like this... =)
