In anyway this "anticheat" is almost useless, since Valve doesn't update it seriously for GoldSrc games >_<

For use Valve Anti-Cheat your server need to connect to steam servers
If you block some ports need open thats so check this : http://hlds101.com/ports.htm
& maybe you are using intranet & your server can not connect to steam servers so have not Valve Anti-Cheat
