Open hlds_run
Change export HLSHIELD_ARCH=intel to export HLSHIELD_ARCH=amd
Or add it under export LD_PRELOAD=./hlshield.so

Place the commands you gave me, but still not Upload Server, there say the problem may be the HLShield, but Take a moment for 5 min, try increasing the server and no, not going up, so here is HLShield Problem, the other servers in other folders, are online and I install the HLShield same, but this is a Mod Base-Builder and I upload ...

Does disabling Metamod solve the issue?

HLShield is loading find (you can see that AMXX loads admin users after HLShield).

Try disabling non-default plugins, disabling amxmodx and also disabling metamod.

HLShield is useless plugin for today, if you're using latest HLDS build.
Disable it.
