I have the vote set to run during the bonus round, with
sm_mapvote_startround "0"

I set it to run the vote at the 2nd to last round, still not visible.

Is there a way to have the vote show up at the beginning of a round, during gameplay?

We don't use timers, we just go by number of rounds.

I'm the same as cobrajet. In most maps, it makes sense to indeed start at the end of the preceding round as it gives players time to do it before the next round starts. But i agree, in arena, the lack of ability to have menu panels makes it a pain. you can file a bug report to see if you can get a cvar added to make it at next-round-start instead of previous-round-end
