I recommended CPU speed here. CSGO doesn't use that much RAM. I'm sure whatever dedicated machine you can buy a good enough processor will have more than enough RAM.

1. 4.2 - 5ghz CPU
2. 1tb network connection
3. A dedicated box
4. At least 1gb free ram for SRCDS

İntel xeon x5690 I want to buy this one for 128 tick with turbo 3.8 ghz but if i do overclock this can be 4 or 4.5

I wouldn't try to do it on an overclocked CPU personally, but maybe others have tried it with success.

Edit: can that even be overclocked?
