[TF2] Weapon Unlocks

I was wondering if there was some way to give all players in a server all the unlock weapons while they are in my server. I am going to be running a dedicated TF2 server at Quakecon (really big LAN in Dallas), and would like to be able to let everyone use unlocks while in offline mode.

Being online is not an option, because there is one internet connection shared by over 2000 gamers. Steam usually blocks us anyway, so we have to run in offline mode (they ALWAYS release updates during the con, and it really screws up everything as ~2000 clients all start downloading it).

I am not sure if this is even possible, but if it is I would really appreciate some help. TF2 is just not the same with only old items.

It is possible using plugins (dunno if there is one out there but it would be relatively easy to make).
Although viewmodels will be weird as they're client-side.

I wouldn't recommend it, it'd be more of a hassle than what you'd gain from it.

Ok, thanks. I didn't know if there was something that could somehow simulate drops on the server, because I wouldn't think that would cause viewmodel problems. I guess that would involve faking steam server connections though, but I have no idea how hard that would be.

Oh well, I am sure I can cope without my axtinguisher and dead ringer for a few days
