That depends on exactly what you want to do.

To block single weapons? I'm not aware of one.

To block all unlocks? tNoUnlocksPls using the TF2Items extension (not UnlockBlock as it's currently broken).

I'm not sure if TF2's item whitelists are also used for standard games or only if mp_tournament is enabled (which you do NOT want to do on a standard server).

You can set a CVAR in tNoUnlocksPls to reverse its behaviour (default - block all weapons, admin chooses which weapons are allowed; reverse - allow all weapons, admin chooses which weapons are blocked).
