try using the supertank plugin. it's what i use (although i use 2 12k tanks)

gamemode is set to always run as versus.

sv_gametypes "versus"
sm_cvar mp_gamemode versus

there was that whole issue with both sides requiring at least 1 human player, but it doesn't seem to be there now.
