Probably is because u have something blocking this:

The causes can be some plugin that mess with the Vscripts, like setting it always to false
Or if it always spawns in the same place can be something related to the map (like some Stripper mod) that forces a tank to spawn in the same position.
If you only want block that on dead center map just hook "tank_spawn" check the map name (c1m1_hotel), and simply kill the entity after it spawns.
