rcon open_jail 1 (as 1 second?) or is it just instantly?

If i would like it to be open all the time, is it possible?

The time just delays the jail opening. It was added so you can have time to leave the jail before it closes, or anything like that.

This is not a permanent state, you have to use open_jail every time you want the jail open, AND have 'open_jail_on 1' on your cfgs.

I Installed The Plguin Succefully, But When I Changelevel To surf_ski5_final for example and Try The Command It Says : You Have No Access To This Command

yeah it would be automatically, for example opening in a period of time
