I've moved into another apartment, and my internet is weird.
I went to speedtest.net and connected to a Texas server (I'm from Portugal) to make the speed test (because Steam updates are downloaded directly by the US)
And this was the result:

Which is clearly Bulls*** !
A few seconds later I went to Steam to test the speed
On Steam Updates I get around 50Kb/s and not 400Kb/s :

And that online (in an american server) instead of having 160ping which is normal (from Portugal, and as mentioned in the speedtest.net) I get like 270 and it lags a bit.

Why is my Internet like this? I have almost 0 programs consuming my internet in the tasks (those Google Chromes are the ones I was using to create this thread, I always play with Google Chrome closed)

Why is this happening and how can I fix

It is clearly because you moved and your new apartment has worse internet. Call your ISP since it is those who can help you. Nobody in here will be able to help you.

People have had the problem, and they solved it by calling their ISP to get them to fix it.

Like Jelle said only people who can fix problem related to your internet speed is your ISP. You might even get discount if you don't get the speeds they promise to deliver.

You can chose a different download region, which is near to you in Europe.
Your Steam download speed, according to speedtest.net is exactly what it should be; it's 0.42 Mbps, not 4.20 Mbps (which you believe is).
It is possible that the game server is located at a longer distance than your speedtest.net server you're pinging.

I have. I've contacted my ISP and the problem is resolved.

I don't. 0.40 Mbps == 51 KBps. SpeedTest.net reports speeds in Bits and Steam reports speeds in Bytes

What is your ISP? MEO, ZON, Cabovisao..?
