Can someone create me a plugin when player type fps_max in console more than 3 times in 5 seconds, automaticly gets kicked from server with message "Do not change your fps, max is 100"

Sooo, how is the "3 times in 5 seconds" part relevant?
What if he changes it 1 time or before he enters the server?
