After a cvar-specified time passes, the Ullapool Caber will reset to its non-exploded and non-broken state. Under the hood it uses timers hooked to players taking damage with the assumption that if you explode a caber then it will always damage you.

Set the length of time in seconds for a Caber to recharge with the cvar "caber_timer".

Based on Reusable Caber plugin from DarthNinja and MORE BOOM by psychonic.

The plugin works great, but I think it needs an optional Hud indicator of some kind to show recharge progress (Like percentage and/or a progress bar). Additionally, If you can manage to do it, adding that "beep" when it recharges would also be a great addition, the same sound for when other weapons recharge.
