In folder steamapps file appmanifest_90.acf must to be deleted all lines there and edited for dedicated server Counter-Strike 1.6, just with:

You did not read my post at all. Never talked about creating a file for appid 90 only. I gave already commands to be executed at it is in your machine console to download such files. Please read everything. The start is just an explaining if you want to do manually.
