[TF2Items] Steak Crash Fix

Description:
Today there is/was an exploit that allows players to crash servers by use of the Heavy's Steak.
I don't have the details, but here is a quick-fix that removes players' Steaks and prints a message telling them it cant be used at the current time.
---Note---:
Valve supposedly has already fixed this with an optional update, so this fix is just for people who don't want to run the update yet, can't get the update, or want an extra safety measure.
