I have a reseller webhosting business/domain (not even software related) and they accepted me without any problems. They'll just email you a few more really simple questions to answer and then you have a retail MSDN account for the next three years. So it doesn't hurt to try if you're really interested in it.

I'm sure you could leave out the url and business information and explain that you're "thinking" about creating a startup and still be accepted. You may just contact them for more detials and information.

It's not a long process at all, maybe two days at most and a free copy of windows 7 ultimate and visual studio is well worth it I think.

There is no decompiler. There was something experimental in the tree called "decompiler", but it doesn't really do what you'd expect. It tries to reconstruct a CFG and pseudo-SSA from the bytecode, then print it out. It didn't really work and I wouldn't use this approach again, so I deleted it.

Distributing binary plugins without making the source code available is a violation of the SourceMod license. If someone is doing this, please let me know (you can PM me or e-mail [email protected]).

If you lost the source code, well, bad news is there's no easy answer. If it's a small plugin you can use a disassembler like https://forums.alliedmods.net/showthread.php?t=52875 and reverse engineer the output. But this is time consuming.

Clicking the source and there is just nothing at all

they really should include the .sp files in their zip packages

Distributing a compiled SM plugin or extension without an offer of source code anywhere is a violation of the license SourceMod is under.
