Hopefully I can help you!

gungame.txt is saved in UTF-8 mode. Also, UTF-8 should work in the win MOTD. I just tested it on my server and as you can see in the screenshot, the UTF-8 characters appear correctly.

Does this not happen on your server? If so, what version of GunGame and of Counter-Strike are you using?

Please try this version (depending on whether you use SQL or not) and tell me if it changes anything. I just tried forcing UTF-8 in the MOTD's HTML this way:

If it still doesn't work, could you please post a screenshot of what it looks like?
