Getting very confused looking into this, but essentially I want to be able to have players be able to choose different models/skins for their knives (both the player's hands and as it shows to other players), based on admin flag. Is this possible with a sourcemod plugin?

I don't think you can change weapon skins server side. You can only do it client side. You can change the skin or model of your characters in game.

it´s possible , a lot of work and you need a good modeler......
