Hello i'v got a high quality dedicated server with 32gb ram i7-4790K 4GHZ
with 250MB Upload and download speed
and i'm running few csgo servers with sourcemod without any special plugins and my server start choking and when i'm looking into the preformence i can see that the CPU is on 9%
and the server seems to be fine, but inside the csgo server evreyting is laggy




this is my server rates:
sv_minrate 13000
sv_maxrate 80000
sv_minupdaterate 33
sv_maxupdaterate 67 // 66 is max anyway if you have 66 tickrate server
sv_mincmdrate 33
sv_maxcmdrate 67 // 66 is max anyway if you have 66 tickrate server




Any solution for the problem?

Picture says, your 4GHz computer is running currently 0.76GHz.
It is in power save mode.

Try disable intel speedstep from BIOS.

i tried to look up for speedstep or any power managment and i couldn't find.
when i was looking up inside my bios setting i saw few settings that was maxed for better preformence and not for energy.

Can you take pictures from bios, under cpu settings?
Which motherboard model you have?

I can tell you for a fact that EIST is not set for performance if its clocked that low. I would disable EIST and lock it to its highest performance state personally. Try disabling all of the reporting states. What motherboard are you using? I can probably provide you with a guide for your specific chipset.

I would set these:

EIST -> disabled
Enhanced C1 state -> disabled
CPU C3 Report -> disabled
CPU C6 Report -> disabled

That should prevent it from going into power save mode. It may also make the CPU a little bit hotter when idle. As long as you have the cooler mounted correctly you should be fine.

You might also try changing your config to these (May fix the choke):
sv_minrate 128000
sv_maxrate 1048576

i think you fixed it, i spawned more 20 bots and tried to play with them and my sv was normal ( not red or yellow ) and the game was almost smooth...
