It fails to open the GeoIPCity

Exactly the same problem. The os is Centos 8. Everything installed as described (and as well it's running on other machines). For all servers on this machine I'm getting this Error.
I checked the permissions and the owner of GeoIPCity.dat. Both seems to be correct. Owner is the centos user who's owning the gameserver. Permissions are currently 644. (I've tried 777 as well.) As well I tried uploading a zip and decompressing it on the server.
Looks like the system is blocking it. Would explain why Miggy's problem stopped "without [..] touching it since":
