I recommend use GameVoting plugin on your server. (votekick voteban votemute votegag)
It still development version, but you can report issues. (sourcemod 1.7.0)

about "advertisement or chat-color"
I didnt see any good advertisement plugin... at all.
If community want plugin - i'll make it.

about "[admin]tag plugin"
i think any admin privilege is useless, exclude server managment.

This is a rip off from my DM plugin.
