I cant seem to find a thorough tutorial, may someone explain exactly how this is used?

Latest TF2 update causes server to hang when tf2items was call upon.

How would I program the tf2items.wepons.txt so that
Spy’s get only the disguise kit, and a melee,
Medic only gets the crusaders crossbow and a melee,
Snipers only get huntsmen and a melee,
If possible can you lead me to a page that tells you all you need to know on how to program the tf2items.wepons.txt .
