There are 2 options for mic activation, AFAIK:
1) enable on key
2) auto-enable when you are speaking (based on volume level).

What you mean under "join with mic on"?

Is that spamming with "holding" activation key, so the people are instantly shouting into the mic as soon as they joined.
Or is that too bad micro with loud background noise and #2 option activated, so it is infinitely transmit a voice as soon as played joined?
So, what's the detection sign? Check if something like 1-2 sec elapsed since client is joined, if player started to speek within this interval, do an instant mute (permanent or for 1 min... ). What you suggest?

I get players to join the game with open mike and all you hear is their background noise like their tv or people talking in the same room they're playing in want to stop that on my servers.
