Generally it's one server, one mod. So you could just do a single cvar for this and make the server admin change it appropriately. The only exception would be if you are using one server for multiple mods (like with MultiMod Manager) and you want to advertise all mods in the same welcome text.

There are major errors in this that prevent it from being approved. Here are some of them:

Lack of use of pcvars.

P.S.: Please give me the help kind of detailed to be able to understand it. As I do not know the scripting as much as I should a better explanation will be good to.

I am not responsible for explaining things like this to you. My instructions were very clear: use pcvars instead of regular cvars. I don't care if this is your first plugin, or anything like that. If you submit it for approval, I will judge it just as I will judge anyone else's submissions.
