Would anyone happen to know where in the server.dll file are the encryption keys?

Valve has not changed them. There is only 2 that I am aware of with one being for the weapon and player classes ctx files and the other for the contents of the tf/scripts/items/ folder.

Use the files from here: http://forums.alliedmods.net/showthread.php?t=72924

And you should be fine to work with them.

This is odd. I tried decrypting them after the July 1st update using E2NcUkG2 and it didn't work. I just tried it again now and it works fine.
Am I nuts or did they change it and change it back?
