local game and server aren't the same thing, never modify any default ressource, some plugins may not work correctly.

I don't think that, but you should check your installation like the plugins.ini file.

ok found out that i didn't type the GHW_weapon_replacement.amxx in the plugins.ini as a 3rd party plugin, but when i did that i get this error in the log

something wrong somwhere, check everything (step by step) in a local server.

ok, went throu it step by step and didn't find anything wrong

1. added GHW_Weapon_Replacement.amxx to plugin
2. typed GHW_Weapon_Replacement.amxx in plugins.ini as a 3rd party plugin (config folder)
3. added folder with skins /cstrike/models/custom
4. added new_weapons.ini to cofig
5. typed "models/v_usp.mdl" "models/custom/last_usp.mdl" (new_weapons.ini in config folder)
"models/v_ak47.mdl" "models/custom/uber_ak47.mdl"
"models/v_aug.mdl" "models/custom/wendigo_aug.mdl"

6. restarted the server, nothing worked, checked the log

your server seems to be up to date, and your amxx is the last official one.
so you need to recreat the same server locally with the same plugins to know if the problem is related to plugins or the HLDS itself, in that case I think that you need to contact your host.

i saw a tutorial on how to do it on a dedicated server, he said that you had to type in the server.cfg sv_allowdownload 1

is this something that is necessary when you're hosting a public server

it's enabled by default I think. but yes, you need it to be enabled if you want people to download from your server.
the other similar one (sv_allowupload) is to enable or not cutom players tags.
