Can you look anyone in the eye, and tell them what you honestly want is that if John dials your phone number, but you're not responding, then you want him to redial every single minute, or even every single second?

The principle is the same!

Firewalls, (D)DoS filters, anti-bot protections, and similar things WILL BE triggered if you re-try too often.

Once per hour is more than enough for things like this, actually, 3 - 6 hours, or even 24 hours would be better, as most plugins aren't even updated that frequently...

Error logs? Also, I'm pretty sure that one of the four extensions that Updater uses to communicate with the web server doesn't support HTTPS, so try using HTTP instead, and see if that works? Easy way to narrow down the issue.
