if admin banning player can change his name and can retry to server

amx_ban "name" "time" "reason"

not his ip or steam id only name which he banned !

Ban by SteamID. Banning by name is the same as simply using Restrict Names. So, if you want to "ban" a name, simply use the Restrict Names plugin.
