baseserver.txt -> gamedata folder
cbaseserver.ext.dll/.so -> extensions folder
cbaseservertext.smx -> plugins folder

Remove any other reserved slots plugins and you're set.

There's no need to block sv_tags any more. Valve removed the Custom tab a while ago. If that's all you want the plugin for, then you don't need it.
