CmdStart calls per second depends on 2 things: cl_cmdrate and client fps.
Would it kick people with developer mode on and high cmdrate

Cmdrate is limited to 101. So that does not make a difference.
Developer is the problem, I will add a check for it soon just wait.

There aren't any speedhackers on a surf server so it is not a problem.

If you want your players to be detected as speedhackers when they have developer set to 1 and do not have cheats, You can do remove the check.

I was playing with developer 1, had about 600-700-800 fps.. But was not kicked. I made test plugin and cmdstart calls per second were very high even crazy

That is why this plugin needs to kick the clients with developer. It will not detect the players who trully have speedhack.

In my experience developer 1 in normal server (shoot) is not recomended, and also is not a legal setting if i am not wrong.
