An SMX file is for SourceMod, what game are you asking about?
You are not allowed to post .smx or .amxx files here, please remove it.
If you're using a Half-Life 1 based game (Counter-Strike 1.6, Day of Defeat 1.3, etc.), you can do what you're asking with the Auto-Responder plugin.

If it's for CS:GO, you should search in the SourceMod section for a similar plugin to what I linked to. In fact, I did a quick search and I found this which looks like it's essentially the same functionality as the one I previously posted but for SourceMod.

Next time, remember to first search and if you can't find it, post in the SourceMod section.

It's exactly what you asked for. You asked for a plugin that would respond with a certain chat message if someone type "!ip" which can be done with that plugin.

Did you even test it?
