HLDS server problem

after all these updates happened to HLDS , I really had to update it , So..
I downloaded SteamCMD & downloaded the beta version of HLDS
but now , When I open HLDS nothing happens , it automatically exit , tried it several times still the same.
Any help :\ ?

Windows 7 Professional
processor : Pentium(R) Dual-Core CPU E5200 @ 2.50 GHz 2.50 GHz
RAM : 4.00 GB (3 GB is used)
System Type : 32bit

That's all I guess ...

EDIT : I read the tutorial & done everything , don't know why it doesn't respond & keep exiting without notification that it exited , just popped started dedicated server & then Gone

I have same problem with new update when open hlds & click start it automatically exit :-?

Windows 8 Enterprise 64-bit

Did you try to run the server without Metamod and AMXX?

Are you launching it using the GUI or console?

I tried both ways , but when using consol it has stoped in the middle .

Launching it from console , still doesn't work
starting it without meta mod & amxx , Yep , still doesn't work

EDIT : FIXED IT
How?? Reinstalled , & launched the HLDS from "common\Half-Life"
Since I can't launch it from the library somehow , if It didn't work , verify the cache files of HLDS :\

Another Edit : is changing the steam.inf file is legal? because I tested something on an old version server & changed PatchVersion=1.1.2.6 to PatchVersion=1.1.2.7
and it worked without asking me to update the server , kind of weird
