I doubt that is really upload exploit being used. (why in hell would people upload trash files to your server?)
First thought would come that it's dump files. Have you opened the files?

I'd try renaming them first. other than that it could be files the server panel put there.

PresidentEvil, I dont know why csgo server need sv_allowupload enabled. Client sprays doesn't exist on this game.

just to be clear, setting sv_allowdownload to 0 only stops downloads from your game server and does not interfere with the fastdl ?

I have set both sv_allowdownload and sv_allowupload for years without any issue.
