GREATE but there was a little bug so i fixed it^^
But i dont understand it good than why its dont pissible to make a orange chat color

I highly doubt it would be included in the base set because it is too mod-specific. Right now it's hardcoded for a each of a handful of mods.

Edit: also, if you are really adament about it, filing a bug report would be the proper method and put it were the sm devs would see it to give you a more concrete answer.

Isnt default color system we have in sm mod specific? I mean diffrent color codes are diffrent depending on the game. So, colors.inc is as mod-specific as current color-system is. Am i wrong?

There is no default color system in Sourcemod. For example, when you manually send \x04 in a message, it literally send the 04 byte, which is exactly how the games themselves do it. Most game/mod's client.dll have hardcoded checks for some of these low bytes and will start or stop coloring with whatever colors they have hardcoded.
