I have these errors also Windows XP.
That happen when I first run srcds.exe background...
Then I launch Cs:s game (window mode), mean time I select background or srcds.exe window before game is on "menu".
Then pop-up error memory can't be read.

But seems you have vice versa ? You First launched game then srcds ?
Or have you launched game at all ?

Why you have "blur" other program on background ?
Is that non-steam-css ?

Try moving the nextmap.smx to the disabled folder.

Also check that the map that is running before the map change crash is in your mapcycle.txt and is not mispelt etc.

Please provide a list of everything that you have running on the Server including versions.

Also, please copy and paste your srcds command-line and copy and paste your mapcycle.txt
