If you don`t mind the server not being available for public game, I`d recommend to use the sv_search_key parameter for this purpose :
set a parameter in your server.cfg like
sv_search_key "your-private-search-key-here" .
Then, you enter the same parameter to your own L4D2-Game-Installation via the commandshell (same as in server config), or via the game-startup-parameters in steam, using "-sv-search-key "your-search-key".
When you create a lobby afterwards, let your frinds join in and start the game, and you`ll be put on your own dedicated server. When all your friends have joined the lobby, and the team is not full, then just switch to public in the lobby-settings, after all your mates are in.
The negative side of this is, that the server will be only available for clients having the search-key set and his friends, as long as such a client didn` t switch to public in the lobby.
