So I guess you are right about that.

Kinda looks like you got a crappy windows installation. Try to close everything down. Like avast (ashdisp.exe) and all skype running processes. Also close down opera and all unnecessary programs running in the background. Then try again.

have u tryed this in consolle?

fps_max 101

thats normal fps for 1.6 and cz

but u can have it on 300 or what ever u feel like a stabile fps

It should still have an almost constant FPS no matter what.
That the FPS is dropping and rising as it put its mind to says there is something wrong.

However, this is one way to fix it.

But I have seen people setting their server to 500FPS because it gives you better latency. I red somewhere it is a bit related to the client FPS and server FPS. Correct me if i'm wrong.

So after what I have red on this forum, more FPS = less latency = less lag. If he has lag at 101FPS he cannot use that at all.

if u want have a norm cs\hl server,just use linux.it's very simple,and better;) here the best linux system of i know: Ubuntu

if you have fps over 100 its called cheat in some servers... EX sruf... its not normal to have a fps 500... from my experience high fps = un normal playing... ex my deathrun server (with auto bhop)... if a guy has 500 fps he goes WAY faster and it olmost look like he has done something with the gravity...

but dont trust 100% on me... im not a nerd on this xD but it dont hurt to try fps_max 100 and btw if that dont work try fps_max 100 AND fps_modem 100
