A STEAM_ID cannot be changed, only on a no-steam server. Drpoto is the plugin that allows this for example. If you watch closely you can see that i commented dproto out from the file so your server is no longer a no-steam server (if not patched or downloaded from another source than valves steamCMD).
lss (long story short): reinstall your server with steamCMD directly downloaded from valve and do not add any kind of patches to it from third party sources and your server is save from illegal no-steam clients.
