If this plugin can be altered only admins can see when someone is blind/unblind. These messages "ADMIN X: blind X" and "ADMIN X: unblind X" can not be seen publicly by players on the server, only by admins, for example:
amx_chat X has been blinded - when the player is blind
(ADMINS) X: X has been blinded
amx_chat X has been unblinded - when the player is unblind
(ADMINS) X: X has been unlinded

And set in amxx.cfg this cvar to 4 or 5 :

// Show admins activity
// 0 - disabled
// 1 - hide name to all

Well, if so set this command amx_show_activity_4 or 5 in amxx.cfg, will not be visible and the rest of the staff acts as a ban, slay, kick
