Players time out

Hi,
since some days my players get a "time out", but not on all players..
Example: 20 players and 15 of them get a timeout.

There are no error logs

Is this for CSGO? because the dedicated server has internal issues when trying to run above the default max of 32 players.

Its csgo yes, but my other servers (all above 32 slots) have this issue not.

Now again for some players timeout

Only see this in the logs:
L 01/05/2016 - 20

3:21: [zombiereloaded.smx] [Models] [Config Validation] Warning: Invalid model name/path setting at index 3. File not found: "models/player/fallout/libertyprime/liberty.mdl".

But the model is working for all and at 20

3 players didnt have a timeout.

And again...
I can join the server but can't choose a team. On HLSW it shows me that I am in server.

Cant write anything but the players who didnt get kicked can write something.

If I check console:
Net channel ratelimit exceeded for xx.xx.xx.xx

xxx 85 packets rejected.

I dont know if this the bug?

My server also have this really weird problem. Players get timed out or disconnected when they try to join the server and there's no error logs.
