You can change the command flags from "configs/cmdaccess.ini".
Another solution is using this plugin - https://forums.alliedmods.net/showthread.php?t=303605

There's nothing overwhelming about adding a simple plugin in your server. The number of plugins is irrelevant.
What tutorial do you need? The whole file is just commands and flags.

What kind of tutorial do you need? The whole file is just commands and admin flags. They are the same flags you use in users.ini. Each command has its own access flag.

You can't create custom flags, at least not "8". More info here - https://forums.alliedmods.net/showthread.php?t=323331

You have the flags from a-z you can use. Simply organize the commands with those flags. If you need more, it would probably require a plugin. Currently I'm working on a permission-based admin system which can be used to apply custom permissions for each command. Maybe wait for that one to released (not sure when that will happen).

You can do a lot of customization by editing only cmdaccess.ini and users.ini. No need for a plugin. In this case, flags are letters. Simply customize what commands go with which flags and then assign the flags to your users in users.ini.

For example, if you have a new command from a plugin and want it to be given to all admins/mods that also have amx_kick access, set the flag for that new command in cmdaccess.ini to 'c'.

There are even flags designated for customization (flags 'm' through 't').
