Did you read cfg/sourcemod.cfg? It says how to setup that variable.

There might not be a way to stop notifying any root admins when a command is run.

So if I enable both of these only (12)

Then it will show to ADMINS only right? Normal players can't see?

Unless the Sourcemod.cfg file isn't working with 1.2 Snapshots, I can't see what I am doing wrong. I set the value to 12, re-uploaded to my <gamedir>\cfg\sourcemod\sourcemod.cfg as instructed..

Yet it still shows "[SM] Toggled" even though I set it to show Admins names?
