You didn't install sm_hosties, you installed its third-party lastrequests, to have them you have to install sm_hosties too.
The error log you gave is not related to sm_hosties.

When you are using !rules it opens the motd (which allows website) or a menu? if it is opening a menu, you should configure "sm_hosties_rules_mode" to "2", after that or if it already gave you the motd, you should now configure "sm_hosties_rules_website" to your website's url.

I want it to open a website, but it won't come up. I think !motd is also not working (as instated by a separate mod), so there's some server setting preventing it from working. I'm just wondering if someone knows. The sm_hosties settings are in order.

I have no idea why?

I get the above in the console although Sdkhooks has been added?

You are talking about css or csgo? If css so the problem is probably a plugin that I don't know...
If csgo, there is currently no motd (yes you get a daily message when you enter the server but there is no command or plugin function which allows us you control it, there is a hacky way of forcing the client to a website and it opens the motd but from what I know it is glitchy...)
