To increase the bots added to server, look in the podbot.cfg for the lines

pb add 100

there should be 7 of them. Simple copy and paste the lines until you have the amount of bots you want to add the server.

So if you want to have 20 bots in the server, there must be at least 20 "pb add 100" lines in the config.
