Voting system is not working on a server

Hello.

After a dedicated-hosting update, any votings on my server are not working.
The map voting at the end of the map is not working - it's just a regular "Next map will start in..." feature.
Also - i can't votekick, or votemap in the "vote" menu - the buttons are "faded", so i can't click on them.

I was checking both - server.cfg, and gamemode_casual(server).cfg - i've got:

sv_allow_votes 1
mp_endmatch_votenextmap 1

Is is possible, that it has something with the server startup commands? Does anybody knows, why this is happening, and how to fix that?

Join the server and type sm_rcon sv_allow_votes and see what Value its giving back should be on 1 if everything works like it should

This is what pisses me off - everything is set to 1, but the voting is still not working.
And even at the end of the map - map voting are also off. It's just automaticly loads up next map, from the maplist.txt

It is possible that SourceMod (or metamod) is overriding built-in votemap system somehow?

Do you have these plugins in your /plugins folder?
mapchooser.smx
nominations.smx
randomcycle.smx
rockthevote.smx

Do you have this set to '1'? If not, is some other plugin changing it to '0'?
mp_endmatch_votenextmap 1

Yes, i've got all of them.

the cvar on the server is
mp_endmatch_votenextmap 1
