Is there any way I can test plugins so that I won't need to pay for a server until it's 100% working? I've heard of some kind of HLDS, but I do not have clue what is it, and how does it work at all. I would like to test plenty of things for a Zombie Plague server, someone who has experience with it please introduce it to me. I'd be really thankful.

Just copy & paste all your addon stuff to your client folder. Don't forget to edit the liblist.gam file.
