I'm tempted to rewrite this with support for SoundInfoLib so you no longer have to specify the time in seconds.

Change

to

and your files reside in ../cstrike/sound/playod_sounds/music/ then it should work.

.cfg files aren't usually KeyValues files, but rather cvar value lists.
