Those only apply to coop and to the bots in versus. These cvars will alter the player class limits in versus:

sm_cvar z_versus_jockey_limit
sm_cvar z_versus_spitter_limit
sm_cvar z_versus_charger_limit
sm_cvar z_versus_smoker_limit
sm_cvar z_versus_boomer_limit
sm_cvar z_versus_hunter_limit

Oh, my mistake. Forgot those were separate cvars.

I'm assuming that
sm_cvar z_versus_jockey_limit 0 would allow the jockey to not spawn at all in versus?

this would disallow a player to spawn in as a jockey, bot jockeys would still be able to exist
